Urban area and small stream flooding caused by excessive rainfall is expected.

Eastern Dona Ana County in south central New Mexico... Southwestern Otero County in south central New Mexico... North Central El Paso County in western Texas...

Until 700 PM MDT.
Impacts
Water over roadways. Overflowing poor drainage areas. Ponding of water in urban or other areas is occurring or is imminent.

- At 535 PM MDT, A thunderstorm producing torrential rainfall rates over 3 inches per hour is moving into Far Northeast El Paso and Chaparral. While this storm will be fast-hitting, the intense rainfall rates will overwhelm drainages, leading to localized flooding on roads and poor drainage areas. - Some locations that will experience flooding include... Northeast El Paso, Chaparral, Fort Bliss, Biggs Field and Franklin Mountains State Park. Portions of US-54 and Loop-375 will also be impacted. - http://www.weather.gov/safety/flood
Instructions
Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be aware of your surroundings and do not drive on flooded roads.
