Minor flooding in low-lying and poor drainage areas. Rises in small streams and normally dry arroyos. Water over roadways.

- At 1257 AM MDT, Waves of moderate to heavy rain continue to affect the Mesilla Valley and El Paso's Upper Valley. Rainfall has been averaging 0.30 inches per hour at Santa Teresa. Localized flooding will continue to worsen. - Some locations that will experience flooding include... El Paso's Upper Valley, Vado, Santa Teresa, Sunland Park, Canutillo, Chamberino, La Union, San Miguel and Mesquite. - http://www.weather.gov/safety/flood
