In northeast Iowa, Allamakee, Howard, Mitchell and Winneshiek Counties. In southeast Minnesota, Dodge, Fillmore, Houston, Mower, Olmsted and Winona Counties. In Wisconsin, Crawford, Grant, La Crosse, Monroe, Richland and Vernon Counties.

Creeks and streams may rise out of their banks. Flooding may occur in poor drainage and urban areas.
